Modular, boxlike homes with add-on porches, changing roof designs and floor plans, and - most importantly - quick assembly. That's the idea behind grant proposals Louisiana submitted to federal officials to replace the cramped quarters of FEMA travel trailers for residents displaced by Hurricane Katrina and the victims of future disasters. The nation's five Gulf Coast states are competing for a pool of $400 million to test and build alternative housing for hurricane victims, a pilot program FEMA hopes can become a model for how to provide fast, temporary or semipermanent housing after the next tornado in Nebraska, earthquake in Hawaii or hurricane in Louisiana. "Louisiana wants housing for disaster victims. FEMA wants to look at options for future disasters," said Jeff Hebert, the Louisiana Recovery Authority's deputy director of planning who worked on the state's alternative housing grant proposal.

Before that, I did have an HC (a Romanian-made, Z80-based Spectrum-ish computer), but I couldn't afford a computer of my own. I won't go through the Windows 95 bashing part again. It was nicknamed Mac '84 at its time, and for a good reason. It was slow, bloated, full of bugs, and as soon as I began to understand its inner working (as far as you can understand from a closed-source OS of course), I immediately thought it was going to take several ice ages before it would become the clean, ideal operating system it was advertised as.

It is coordinated by Erica Villafuerte, whose primary function is to help resident property owners seeking to repair modular or mobile homes. The SHIP program receives funding from different organizations and currently has a down payment assistance program. However the HHRP, better known as Hurricane Housing Recovery Program, is solely for repairing modular or mobile homes that were damaged during Hurricane Wilma. An applicant must have income verified and prove ownership of the property. This is done on an individual case by case study. The applicant must also receive homeowner and credit counseling to qualify for the help. Mobile homes that were built after 1994 are eligible because that is when stiffer construction practices were put into effect.
The stubborn Day fire in the rugged Los Padres National Forest will be 100 percent contained by Monday afternoon, said Dan Bastion, fire information officer with the U.S. Forest Service. The fire, which began on Labor Day, has burned 160,570 acres, according to the Forest Service. Some 106 hand crews were dispatched Thursday to fight the fire along with 31 helicopters, nine air tankers, and 276 engines. Forty-five bulldozers and 40 water tenders were also sent, according to the U.S. Forest Service. .
