State lawmakers begin a special session today to consider reducing the sales tax on modular houses, but House Democrats doubt buyers will see any savings. "We want a guarantee from Gov. (Haley) Barbour that the homeowner will reap the benefits of this tax decrease," House Speaker Billy McCoy, D-Rienzi, said in a statement. In an effort to spur house construction on the Gulf Coast, Barbour, a Republican, called the second special session of the year to lower the tax from 7 percent to 3 percent. .

Prosecutors say a former Miami-Dade Water and Sewer employee took $1 million of the county's money before he was fired in a cellphone scandal. BY JACK DOLAN jdolan@MiamiHherald.com Police are seeking a former county Water and Sewer mailroom supervisor who is accused of indulging his taste for expensive German cars with $1 million stolen from taxpayers. Charles Anthony Vance, who was fired late last month for his role in a separate scandal involving millions paid by the department in unauthorized cellphone expenses, is now accused of stealing money earmarked for bulk mailing. ''The two cases are unrelated,'' said Miami-Dade County Inspector General Chris Mazzella, whose office handled the investigation. ``It's another unfortunate instance where there was a lack of sufficient oversight on some rather huge amounts of money.'' Vance could not be reached for comment.
Imagine this. You put your name in a drawing. You win a fully-furnished new home. You have keys in hand, but you can't move in. That's the dilemma facing a Bay St. Louis couple. George and Susan Outten won the new home in a drawing during the Governor's Recovery Expo. It's sitting on their property, but Hancock County officials won't allow them to move in. They consider it a mobile home, and the Outten's property isn't zoned for that. "It devastates you. I just can't believe with them trying to rebuild the coast that they would forbid anyone to move into a nice home like this," George Outten said. The Mississippi Manufactured Housing Association agrees. The group held a news conference this week to help support the couple's claim that their cottage-built home is built far better than a trailer.
